Producer Licensing

The Producer Licensing division of the Insurance Commissioner's Office is responsible for the administration of producer (insurance agent) licensing, renewals, appointments, continuing education, producer investigations, and insurer licensing market conduct issues. The division is recognized throughout the industry for customer service and license application turnaround time.

Address changes are processed electronically at www.nipr.com. All address changes that cannot be processed through ACR on the NIPR website must be faxed to (302) 736-7906 or emailed licensing@state.de.us to the Department.

Discount Medical Plan Organizations
All Discount Medical Plan Organizations are required to report the most recent audited and most current un-audited financial statement to the Department by March 31st of each year. Please fax this information to (302) 736-7906 or email to licensing@state.de.us attention Producer Licensing. Include the full name, license number and FEIN of the DMPO on the submission.

Licensing Procedures

Click here for Licensing Procedures. The Department will only accept electronic license and renewal applications (please see Agent Bulletin No. 15). Applicants may apply online through the NIPR (National Insurance Producer Registry). The NIPR Gateway is a communication network that electronically links state insurance departments with the entities they regulate. The website address to submit an application is: www.nipr.com.

Renewals

NEWNon-Resident Renewal Information

Any non-resident individual/business entity licensed through November 30, 2012 is required to pay the renewal fee due by February 28, 2013.

Resident Renewal Notice: All resident licensees were required to renew by February 29, 2012. Late renewal fees may be paid online at www.nipr.com The amount of payment due at this time includes a penalty of double the renewal fee.

As of September 1, 2012, the amount of payment due includes a penalty of double the renewal fee plus a $200.00 Administrative Fine.

SBS Online Licensee Services
For license administrators and licensees. In addition to the services in SBS Connect, SBS Online Licensee Services (OLS) allows the user to print licenses an unlimited number of times, to view detailed license information and to make address changes for both individuals and business entities. The fee for OLS is $5.95 per year, per licensee.
