NOTICE OF PUBLIC INFORMATION SESSION

BCBSD CHIP FULL BUY-IN PROGRAM RATE FILING

INSURANCE COMMISSIONER KAREN WELDIN STEWART, CIR-ML, hereby gives notice that a PUBLIC INFORMATION SESSION will be held on Tuesday, December 6, 2011, between 6:00 pm to 8:00 pm., at the Department of Insurance, 841 Silver Lake Blvd, Dover, DE 19904.

BCBSD (Blue Cross Blue Shield Delaware) has filed a CHIP (Children's Health Insurance Program) Full Buy-In Program rate filing, pursuant to 18 Del. C. §6310, which requires that a health service corporation licensed under Chapter 63 that affiliates with any insurer that administers a CHIP Buy-In Program will be required to offer an insurance plan with the same benefits and eligibility criteria as the Delaware program created under §9909(j) of Title 16.

Members of the public may view this filing in advance of the session by coming to the Delaware Department of Insurance Dover Office, located at 841 Silver Lake Boulevard, between 8:30 am and 4 pm, Monday through Friday (excluding holidays), or by going on-line at http://www.delawareinsurance.gov/departments/rates/ratefilings-BCBSD.shtml.

The purpose of the session is to allow for public comments and information regarding the BCBSD CHIP Full Buy-In Program rate filing. The purpose of the session is not to discuss or consider the proposed affiliation between BCBSD and Highmark, Inc, which is under consideration by a Hearing Officer in separate proceedings.

Comments are being solicited from the public. Comments may be in writing or may be presented orally at the December 6th public information session.
