Public Comments

The Public Comment Period for 2017 Marketplace Rates Has Ended

Until July 15, 2016, the Department of Insurance accepted comments from the public regarding proposed rate changes to health insurance plans offered through the Health Insurance Marketplace for the 2017 plan year.

Click here to view the public comments that were submitted to the DOI regarding 2017 Marketplace Health Insurance Rates!

Note: The proposed rate increases are insurance companies' initial requests, but because of the rate review process and competition in the Marketplaces, proposed rates often change before becoming final. This process allows regulators and the public to evaluate whether proposed rate increases are based on reasonable cost assumptions and gives consumers the chance to comment on proposed increases.

Marketplace consumers do not have to stay in their same plans if they do not agree with the rate increases or other features of their plan. Final rates for all states will be published no later than November 1, 2016. Open enrollment for 2017 Marketplace plans will run from November 1, 2016 through January 31, 2017.

This public comment period does not apply to Original Medicare, Medicare Advantage, Medigap (Medicare Supplement insurance), Part D/prescription plans, or health insurance policies that are not sold through the Health Insurance Marketplace.
