Submitting Comments Regarding Proposed 2017 Health Insurance Marketplace Rate Changes

The Delaware Department of Insurance invites comments regarding proposed rate changes to health insurance plans offered through the Health Insurance Marketplace for the 2017 plan year. To ensure accuracy only written comments will be accepted. Comments may be submitted by traditional mail or email until July 15, 2016. Please note that these comments will not receive a response from the Delaware Department of Insurance. If you have a specific issue with an insurance company, please contact the Consumer Services Division at 1-800-282-8611.

Important: Submitted Comments Become Public Record! All of the comments that the Department of Insurance receives will be compiled and posted on the Department of Insurance website. Therefore, it is recommended that you use discretion when including personal information that you would not want publicly disclosed.

Note: The proposed rate increases are insurance companies' initial requests, but because of the rate review process and competition in the Marketplaces, proposed rates often change before becoming final. This process allows regulators and the public to evaluate whether proposed rate increases are based on reasonable cost assumptions and gives consumers the chance to comment on proposed increases.

Marketplace consumers do not have to stay in their same plans if they do not agree with the rate increases or other features of their plan. Final rates for all states will be published no later than November 1, 2016. Open enrollment for 2017 Marketplace plans will run from November 1, 2016 through January 31, 2017.

This public comment period does not apply to Original Medicare, Medicare Advantage, Medigap (Medicare Supplement insurance), Part D/prescription plans, or health insurance policies that are not sold through the Health Insurance Marketplace.
