Lines Brokers

All Surplus Lines (SL) - also referred to as Excess Lines - insurance business written on risks located in the state of Delaware MUST be placed through a duly licensed Surplus Lines Broker. Information regarding surplus lines licensees.
Please note: Effective Feb. 24, 2006, all surplus lines licensees - individual brokers and business entities - must use their 7-digit Delaware surplus lines license number as their Broker ID or Agency ID. Although the Department retains SSN and FEIN in the tax data records, those numbers will no longer be used as general identification numbers. The Broker ID or Agency ID should be included in all correspondence to the Department.
Listing
of Eligible Companies Approved for Surplus Lines - According to Delaware law all surplus lines business must be procured from an eligible surplus lines insurer. Surplus Lines policies on DE risks should not be placed with companies that are not listed as eligible insurers on this listing (per Surplus Lines Bulletin 5). The Department updates this list of insurers deemed eligible to transact business in Delaware on a surplus lines basis at least quarterly and surplus lines brokers should check this website for updates frequently. It is the surplus lines broker's responsibility to check the eligibility list before placing business with any insurer.
